The provisions of section 79 shall be subject to the condition that the Municipality shall not, without the special sanction of the 1[State Government] , grant to any officer or servant or to his family a pension, annuity or gratuity greater in amount than that to which he or it would have been entitled, under any general or special orders of the 2[Central Government], 3[or State Government] if the service qualifying for the pension, annuity or gratuity had been service under 4[That Government] for the same time, on the same pay, and in other respects of the same character.
