111-A. (1) For the purpose of election of members of a municipality every municipal area shall be divided into territorial constituencies to be known as wards in such manner that the population in each ward shall, so far as practicable, be the same, throughout the municipal area. (2) Each ward shall be represented by one member in the municipality.
