If a Municipality, being bound to make an appointment under the provisions of section 57 or section 59, fails to make an appointment and 2[ * * * * ] within such time as the 3[State Government] considers reasonable, the 3[State Government] may itself make the appointment and may fix the salary, contributions to provident fund or pension and other conditions appertaining to such appointment : Provided that if the 3[State Government] has made an appointment in exercise of the powers conferred by this section, the Municipality shall not be bound to pay a sum exceeding a monthly average of Rs. 1,000 in the case of Municipalities with an income of three lakhs or over or of Rs. 500 in the case of other Municipalities on account of the salary, leave allowances and contributions of the person so appointed.]
