1[13-C. A person shall not be qualified for being chosen as and for being a member unless, - (a) he is an elector for any ward in the municipality ; (b) in the case of a seat reserved for the Scheduled Castes, the Scheduled Tribes, the backward classes or the women, he is a person belonging to the said category, as the case may be ; (c) he has attained the age of twenty one years. ]
