64. The executive officer, 2[Accounts Officer] 1[or medical officer of health] may, with the permission of the 3[President]4 or in virtue of a resolution passed in this behalf at a meeting of the Municipality or of a committee, make an explanation in regard to a subject under discussion, but shall not vote upon or make a proposition at such meeting.
