(1) Every board of a Municipality where there is no executive officer shall, by special resolution appoint one or more secretaries. 1[(2) Each such appointment shall be subject to prior approval of the Prescribed Authority and the salaries and other conditions of service of the persons so appointed shall be such as may be prescribed.]
