22. A 4 [ Gram Panchayat ] may make to the proper authority— (a) any representation concerning the welfare of the persons residing within its jurisdiction, and (b) any recommendations as to the appointment, transfer or dismissal of a patrol of the Irrigation Department, patwari 5 [ or lekhpal, village chaukidar ] or mukhia serving in any area within the jurisdiction of such 4 [ Gram Panchayat ].
