b@ [107-A. Except as otherwise provided under this Act, a Gram Sabha, 2 [ Gram Panchayat ] or any committee thereof, shall have power to act, notwithstanding any vacancy in the membership or defect or irregularity in the enrolment of a member thereof, and any proceedings in any Gram Sabha, Panchayat or committee shall be valid notwithstanding that there was any defect or irregularity in the enrolment of any member or that some person, who was not entitled so to do, sat or voted or otherwise took part in the proceedings,provided, however, that at least two-thirds of the persons present at the time of the act being done were not disqualified to be members.] 3
