14-A Outgoing Pradhan’s obligation to deliver records and money of Gram Sabha. 2[(1) If any person on ceasing to act as Pradhan of a Gram Panchayat wilfully fails in spite of being required to do so by the prescribed authority to handover all records, money or other property of Gram Panchayat to his successor or to a any person authorised in the behalf by the prescribed authority, he shall be punishable imprisonment which may extend to three years or with fine or with both.] (2) Without prejudice to the provisions of sub-section (1), any such money may on a certificate issued in that behalf by the prescribed authority be recovered as arrears of land revenue.]3
