(1) The Board may, by notification in the Gazette, make regulations providing for- (a) the appointment, constitution and procedure of committees; (b) the time and place of, and the manner of convening the meetings of the Board and its committees; (c) the duties of officers and servants of the Board; (d) the conditions of service of officers and servants of the Board; (e) the preparation of plans and estimates for work; (f) the preparation of budgets and estimates; (g) the authority on which moneys may be paid from the Board’s fund; (h) the manner of publication of public notices; (i) the stamping of facsimile of signatures of the Rural Housing Commissioner and officers of the Board on notices, bills and other documents; (j) the fees payable for copies of documents, estimates and plans issued by the Board; (k) the management, used and allotment of buildings constructed under any housing or improvement scheme; (l) any other matter which is to be or may be provided for by regulation under this Act or the rules. (2) If any regulations is repugnant to any rule made under the Act then the rule whether made before or after the regulation shall prevail and the regulation shall to the extent of the repugnancy be void.
