(1) When there is a temporary vacancy in the office of the Chairman, the State Government may appoint another person to act as Chairman during the period of such vacancy, and the person so appointed shall, for the purposes of this Act, be deemed to be the Chairman. (2) If any member of the Board other than the Chairman is by infirmity or otherwise rendered temporarily incapable of carrying out his duties or is absent on leave or on any other ground not resulting in the cessation of his membership, the State Government may appoint another person to officiate for him and carry out his function under this Act, or any rule or regulation made thereunder.
