(1) Subject to such control and restriction as may from time to time be imposed by the State Government, by special or general orders, the Board may appoint such officers and servants as it considers necessary for the efficient performance of its functions. (2) The terms and conditions of service of the officers and servants appointed under sub-section (1) shall be such as may be prescribed. (3) The Board may, with the previous approval of the State Government, appoint a servant of the Central or State Government or of a local authority on any of the posts under it on such term and conditions as may be agreed upon.
