As soon as may be after the election of the 1[Corporators], 2[***] and the 1[Mayor] of a 1[Corporation] for any City has been completed, the State Government shall notify by publication in the official Gazette that the 1[Corporation] for that City has been duly constituted 1[Mayor] and 3[ * * * ] 10. 4[ * * * * * ]
