For every Municipal Corporation, the State Government shall appoint a 1[Municipal Commissioner] and one or more 1[Additional Municipal Commissioner] as it may consider necessary; Provided that no person not already in the service of 2[the government may be appointed as 1[Municipal Commissioner] unless his appointment has been approved by the State Public Service Commission.] 3[Provided further that no person may be appointed as 1[Additional Municipal Commissioner] unless he is an 1[Deputy Municipal Commissioner] of the Corporation in the senior most scale.]
