1[212-A. Notwithstanding anything contained elsewhere in this Act, a Municipality may, subject to such conditions and limitations as may be prescribed, control and regulate under this Chapter the construction of any building, street or drain, beyond the limits of the municipality up to a distance of five miles. ]
