190. (1) The Municipality may, from time to time, enlarge, lessen alter the course of, cover in or otherwise improve a public drain and may discontinue, close up or remove any such drain. (2) The exercise of the power conferred by sub-section (1) shall be subject to the condition that the Municipality shall provide another and equally effective drain or in place of any existing drain of the use of which any person is deprived by the exercise of the said power.
