219. A Municipality may - (a) lay out and make a new public street and construct tunnels and other works subsidiary to the same, and (b) widen, lengthen, extend enlarge or otherwise improve any existing public street if vested in the Municipality, and (c) turn, divert, discontinue or close any public street so vested, and (d) provide within its discretion building sites of such dimensions as it thinks fit to abut on or adjoin any public street made, widened, lengthened, extended, enlarged or improved by the Municipality under clause (a), (b) and (c) or by the 1[State Government], and (e) subject to the provisions of any rule2 prescribing the conditions on which property may be acquired by the Municipality, acquire any land along with the buildings thereon which it considers necessary for the purpose of any scheme or work undertaken or projected in exercise of the powers conferred by the preceding clauses, and (f) subject to the provisions of any rule2 prescribing the condition on which property vested in the Municipality may be transferred, lease, sell or otherwise dispose of any property acquired by the Municipality under clause (e) or any land used by the Municipality for a public street and no longer required therefor and in doing so impose any condition as to the removal of any building existing thereon, as to the description of any new building to be erected thereon, as to the period within which such new building shall be completed, and as to any other matter that it deems fit.
