232. Notwithstanding any obligation to supply water imposed by an agreement under section 229 the Municipality may at any time cease to supply water for other than domestic purposes, if it is of the opinion that such supply would interfere with the supply of water for domestic purposes, and in such case the Municipality shall not liable to any forfeiture, penalty or damages for so ceasing - (a) unless the failure to supply such water arises from a cause other than one specified in section 231, and (b) unless the Municipality has undertaken to supply water for other than domestic purposes by an agreement made under section 229 making express provisions for forfeiture penalty or damages upon failure to supply such water.
