Whoever begins, continues or completes the erection or re-erection of, or any material alteration in, a building or part of a building or the construction or enlargement of a well, without giving then notice required by section 178, or in contravention [of the provisions of section 180, sub-section (5) or]1 of an order of the Municipality refusing sanction of any written directions made by the Municipality under section 180 or any bye-laws, shall be liable upon conviction to a fine which may extend to 2[one thousand rupees but which in the absence of special and adequate reasons to the contrary to be mentioned in the judgement of the Court shall not be less than two hundred and fifty rupees.]
