200. Notwithstanding anything in section 196, the Municipality shall, not, except in accordance with the provisions of sections 201 and 202- (a) undertake the house-scavenging of a house or building in respect whereof a sweeper has a customary right to do such housescavenging without the consent of the sweeper, or (b) undertake the house-scavenging of a house or building occupied by an agriculturist who himself cultivates land within municipal limits or in a village conterminous therewith without the consent of the occupier.
