87. (1) As soon as may be, after the 1[Kshettra Panchayat] has been constituted under section 10, it shall appoint the following committees in the manner and for performing the duties hereinafter provided,- 2[ (a) Karya Samiti ; 2(b) Vitta Evam Vikas Samiti ; 2(c) Shiksha Samiti ; and 2(d) Samata Samiti. ] (2) Subject to any conditions prescribed in this behalf, a 1[Kshettra Panchayat] may [and where so required by the State Government shall]3 establish any other committees to assist it in the discharge of any specified duties or class of duties within the whole or any portion of the Kshettra and may delegate to any such committee all or any of its powers, which may be necessary for the purpose of rendering such assistance. (3) In addition to the committees mentioned in the preceding sub-section, a 1[Kshettra Panchayat] may, from time to time, appoint from amongst its members one or more than one advisory committee for the purpose of enquiring into or reporting on any matter in respect of which a decision of the 1[Kshettra Panchayat] is required by or under this Act.
