73. (1) The Vitta Samiti may exercise and shall perform the following powers, duties and functions - (a) watching the progress of income and expenditure throughout the year and issuing such direction as it deems necessary to the Mukhya Adhikari ; (b) supervising the proper appropriation of grants ; (c) powers, functions and duties delegated to or required under the third column of Schedule IV to be exercised or performed by it. (2) For the purpose of giving effect to sub-section (1), the Vitta Samiti shall have access to the accounts of the 1[Zila Panchayat].
