3[(1) Without prejudice to the provision of section23, the powers, functions and duties of Jal Prabandh Samiti shall be such as may be prescribe in rules made under section 110 of the U.P. Panchayat Raj Act, 1947. (2) Not with standing anything contained in the U.P. Panchayat Raj Act, 1947 the powers, functions and duties referred to in sub-section(1) and in section 23 shall be deemed to be the powers, functions and duties of the Gaon Panchayat under the said Act.]
