(1) The Authority may either require the land holders concerned to carry out the land development as specified in the approved plan, or in its discretion, itself carry out such work ontheir behalf and recover the proportionate cost of worksfrom the beneficiaries. (2) Where the Authority chooses to carry out the land development itself as provided ln sub-section(1) (3) The proportionate cost of works leviable from each land holder, as certified by the Authority, shall be a charge on the land of that land holder. (4) In order to provide for the physical planning the Project Director shall have the power to effect realignment of field boundaries and to proportionately reduce the area of land held by the land holders in the outlet command or any other project area. (5) The realignment and change in the land holdings so made shall have effect. not with standing anything inconsistent therewith contained in any other enactment and shall be duly mutated in the record-of-rights.
