No act done or proceedings taken under this Act by the Authority or a committee appointed by the Authority shall be invalidated merely on the ground of :- (a) Any vacancy or defect in the constitution of the Authority or any committee there of; or (b) Any defect or irregularity in the appointment of a person acting as a member thereof; or (c) Any defect or irregularity in such act or proceedings not affecting the substance
