Notwithstanding any agreement or usage or any decree or order of a court or any law, the maximum rent payable by a tenant shall not exceed,- (a) three times the land revenue on the land in respect of which announcement of the Settlement has been made at any time within 1[thirty-five years] immediately preceding the commencement of this Act or is made at any time after such commencement; (b) four times the land revenue on the land in any other case.
