(1) If any difficulty arises in giving effect to the provisions of this Act, the State Government may, within a period of two years from the date of commencement of this Act, by an order published in the Gazette, make such provisions not inconsistent with the provisions of this Act, as may appear to it to be necessary or expedient for removal of such difficulty. (2) Every order made under sub-section (1) shall be laid , as soon as may be, before both the Houses of State Legislature and the provisions of sub-section (1) of section 23 - A of the Uttar Pradesh General Clauses Act, 1904 (U.P. Act no. 1 of 1904) shall apply.
