(1) The State Government shall publish model regulations for guidance and adoption by the Water Users’ Associations and its Managing Committee laying down guidelines relating to the number of meetings to be held, the procedure and the quorum in the meeting, etc. (2) The Water Users’ Association shall adopt the model regulations, with necessary modification, if any, required, after recording reasons necessitating such modification, so however, as not to be entirely defeating its nature and purpose.
