17.(1) The employer shall maintain a register in the prescribed form, wherein shall be entered all fines imposed and recoveries thereof. (2) Fines recovered from employees shall be applied only to such purposes as may be beneficial to them and approved by the authority empowered in this behalf by the State Government.
