14. (1) The Council shall, subject to the provisions of this Act and of any rules made by the 1 [State Government] under this Act, make regulations in respect of— (a) the mode of transaction of business including provision for decisions on emergency matters by circulation of papers to members, and for co-opting persons specially qualified to advise on any particular matter before the Council; (b) the times and places at which its meetings shall be held; (c) the conduct of business thereat; and (d) the constitution of committee, the delegation to such committees of any powers or duties of the Council under this Act, and the quorum and procedure of such committees in the transaction of their business. (2) Until such time as the regulations referred to in sub-section (1) have been made it shall be lawful for the President of the Council to summon a meeting of the Council at such time and place as he thinks fit, by letter addressed to each member of the Council.
