12. (1) No business shall be transacted at a meeting of the Council unless a quorum of eight members be present. (2) Save as otherwise provided in section 21 (1), all questions arising at a meeting of the Council shall be decided by the votes of the majority of the members present and voting or in the case of an equality of votes by the second or casting vote of the President of the Council or in his absence, of the member presiding at the meeting.
