(1) The President or in his absence the Vice-President shall preside at every meeting of the Board. In the absence of both, the members present shall elect one among themselves for this purpose. (2) All questions at a meeting of the Board shall be decided by the voice of the majority of the members present and voting at the meeting. In case of equality of votes the member presiding, shall have in addition to his vote as a member of the Board a second or casting vote.
