The 1[State Government] may- (a) establish a distillery in which spirit may be manufactured in accordance with a licence issued under this Act on such conditions as the 2[State[ Government deems fit to impose; (b) discontinue any distillery established; (c) licence, on such conditions as the 3[State] Government deems fit to impose the construction and working of a distillery or brewery;
