187. * * *2 Subject to any provision to the contrary made by regulation in this behalf, any business may be transacted at any meeting : * * *2 Provided that no business which is required to be transacted by a special resolution shall be transacted unless previous notice of the intention to transact such business has been given : [Provided also that nothing in this section shall apply to a motion that the board shall adopt a resolution expressing nonconfidence in the calling upon the 3[President] to resign].
