102. Where in the opinion of the 1[State Government] the condition of indebtedness of any Municipality is such as to make the 2[control of the State Government] over its budget desirable, the 1[State Government] may, by order declaring the such is the case, direct that the budget of such Municipality shall be subject to the sanction of the 1[State Government] or of the 3[Prescribed Authority] and that the power, to vary or alter the budget under sub-section (3) of section 99 shall be subject to conditions to be prescribed by rule4.
