Subject to the provisions of section 287, the Municipality may enter and inspect a building, and may by notice direct all or any part thereof to be internally or externally lime washed, disinfected or otherwise cleansed for sanitary reasons : Provided that nothing in this section shall apply to a factory regulated by the 1[Indian Factories Act, 1911.]
