(1) Whoever displaces, takes up or makes an alteration in or otherwise interferes with the payment, gutter, flags or other materials of a public street or the fences, walls or posts thereof, or other such 1[Zila Panchayat] or 1[Kshettra Panchayat] property therein without the written consent of the 1[Zila Panchayat] or the 1[Kshettra Panchayat], as the case may be, or other lawful authority, shall be liable on conviction to a fine which may extend to one hundred rupees. (2) Any expense incurred by the 1[Zila Panchayat] or the 1[Kshettra Panchayat] by reason of the doing of any such thing as is mentioned in sub-section (1) may be recovered from the offender in the manner provided by Chapter VIII.
