Public Drains 172. The 1[Kshettra Panchayat] may construct within the controlled rural area such drains as it thinks necessary for keeping an inhabited area properly cleansed and drained and may carry such drains through, across or under any street or place, and after reasonable notice in writing to the owner or occupier, into, through or under any building or land : Provided that compensation worked out in the manner provided by rules shall be paid to such owner or occupier.
