10. Business regulations. — (1) The Council may make regulations consistent with this Act and with the rules made thereunder for all or any of the following matters, namely: — (a) the time and place of its meetings; (b) the issue of notices of such meetings to the members; (c) the conduct of business at such meetings; (d) the quorum necessary’ for the transaction of business; (e) the appointment of sub-committees to deal with any part of business before the Council; (f) the custody of the common seal and the purposes for which it shall be used, and (g) any other matter pertaining to the transaction of its business. (2) No regulation made under sub-section (1) shall take effect unless it has been confirmed by the State Government and published in the Official Gazette.
