(1) After declaration of intention of the Scheme as provided in sub-section (1) of section 19G, no land owners or persons interested shall, without the prior permission in writing of the Highway Authority, construct, erect, build, excavate, etc., in the Scheme area. (2) The provisions of sections 9 to 13 shall, mutatis mutandis, apply for the Scheme area.]
