(1) Every application for a licence under this Act shall be made in the prescribed form to the licensing Officer and shall be accompanied by the prescribed fee. (2) No licence under this Act shall be granted, if it appears to the Licensing Officer that-- (a) the cold storage does not conform to the prescribed specifications; (b) the cold storage is not suitable for storage of the class of goods for which it is intended ; (c) the application is not accompanied by the prescribed fee; (d) the applicant is guilty of any fraud or misrepresentation; (e) the applicant has been convicted of any offence under this Act, or the rules made thereunder.
