(1) Every order refusing to grant the licence under section 6, or refusing to renew the licence under section 7, or suspending or canceling the licence under section 8, or refusing permission under section 9, shall be in writing and shall contain the reasons in support thereof. (2) Before making an order referred to in sub-section (1), the Licensing Officer shall give the licensee or the applicant, as the case may be, a reasonable opportunity of being heard: Provided that when immediate action is required in public interest, the Licensing Officer may, for reasons to be recorded, suspend a licence without any notice under this section.
