(1) A copy of any receipt, application, notice, order, proceeding or a resolution of any authority or committee of the University or other document in possession of the University or any entry in any register duly maintained by the University, if certified by the Registrar, shall be received as prima facie evidence of such receipt, application, notice, order, proceedings, resolution or document or the existence of entry in the register and shall be admitted as evidence of the matters and transaction therein recorded where the original thereof would if produced have been admissible in evidence. (2) No officer or servant of the University shall in any proceeding to which the University is not a party, be required to produce any document, register or other record of the University contents of which can be proved under subsection (1) by a certified copy, or to appear as a witness to prove the matters, and transactions recorded therein unless by order of the court made for special cause
