If at any time, upon representation made, or otherwise, it appears to the State Government that a 2[Zila Panchayat] makes default in the performance of any duty imposed on it by or under this or any other enactment, or exceeds or abuses its powers, the State Government may, after calling for an explanation from the 2[Zila Panchayat] and considering any objection made by it to action being taken under this section, and upon being satisfied that resort to such action is desirable by an order, with the reasons for making it published in the Gazette, 3[dissolve the Zila Panchayat].
