The functions of the Board shall be- (a) to lay down policies for soil and water conservation ; (b) to devise ways and means for co-ordinating the work under the plans and for eliminating the difficulties in relation thereto ; (c) to scrutinize the progress made under the plans ; and (d) to perform such other functions as may be specified by or under this Act
