(1) The Director or his appointee shall be present at every meeting of the Zila Samiti in which an objection to a draft plan is under consideration. (2) Notwithstanding anything contained in sub-section (7) of section 10, no modification affecting the technical aspect of the draft plan shall be made by the Zila Samiti without the concurrence of the Director or his appointee. (3) Whether a modification affects the technical aspect of the draft plan or not shall be decided by the Chairman of the Zila Samiti.
