5. (1) Subject to such conditions as may be prescribed the Authority may appoint such other officers and employees as it considers necessary for the efficient performance of its functions. (2) The terms and conditions of the service of the officers and employees referred to in sub-section (1) shall be such as may be determined by the regulations.
