13. The amount of the fund shall be deposited in the Public Ledger Account in a Government Treasury, which shall be operated by the Member-secretary either singly or jointly with such other member or officer as the Authority may authorize ; Provided that nothing in this section shall be deemed to preclude the Authority from retaining such balance in cash as may be necessary for current payments.
