4. (1) The chairman and the Secretary of the Authority shall exercise such powers and discharge such duties as may be assigned to them by this Act or the rules made thereunder. (2) The Member Secretary shall be the Chief Executive Officer of the Authority. He may be assisted by Additional Chief Executive Officer who shall be appointed by the State Government on such terms and conditions as may be prescribed.
