12. (1) Subject to the provisions of this Act and of any rules made by the State Government1 under this Act, the Council may make regulations in respect of- (a) the time and place at which such meetings shall be held; (b) the issue of notices convening such meetings; and (c) the conduct of business threat. (2) Until such time as the regulations referred to in sub-section (1) have come into operation, it shall be lawful for the President to summon a meeting at such time and place as to him shall seem expedient, by letter addressed to each member.
